2017 energy bureau poverty alleviation work focus

Many ministries and commissions “escort” photovoltaic poverty alleviation
On March 23, 2016, the five departments of the National Development and Reform Commission, the National Poverty Alleviation Office, the National Energy Administration, the National Development Bank, and the Agricultural Development Bank of China jointly issued the "Opinions on the Implementation of Poverty Alleviation by Photovoltaic Power Generation" (Development and Reform Energy  621 No.), streamlined the development ideas and guidelines for advancing photovoltaic poverty alleviation projects in terms of work goals and principles, key tasks and supporting policies and measures.
The "Opinions" proposes that before 2020, about 35,000 poverty-stricken villages in 471 counties in 16 provinces with 16 pilot provinces and better lighting conditions will be developed in the early stage, and 200 villages will be protected in a way of promoting the whole village. In October 2016, the National Energy Administration and the Poverty Alleviation Office of the State Council jointly issued the "Notice on Releasing the First Batch of Photovoltaic Poverty Alleviation Projects" (hereinafter referred to as the "Photovoltaic Poverty Alleviation Project Notice"), and the project list was also announced. Photovoltaic poverty alleviation projects were included in 14 provinces in Hebei, Henan, Anhui, Shanxi, Shandong, Hubei, Shaanxi, Yunnan, Gansu, Jilin, Jiangxi, Jiangsu, Hunan and Liaoning.
Photovoltaic poverty alleviation finance first

Local photovoltaic poverty alleviation achievements
Under the poverty alleviation management system of “central coordination, provincial responsibility, and implementation by cities and counties,” China ’s photovoltaic poverty alleviation project is in full swing.
(I) Changde plans to build photovoltaic poverty alleviation power stations in 123 villages this year
In 2017, Changde City has won 123 village photovoltaic poverty alleviation construction plans, and is currently stepping up the project's early work, and strives to all grid-connected power generation by the end of the year.
On October 17, 2016, Changde's first photovoltaic poverty alleviation project was held in Guanfeng Mountain Village, Weixin Town, Shimen County. As of now, in 2016, 20 villages in the city's photovoltaic poverty alleviation construction projects have been released, and 12 village photovoltaic power stations have been connected to the grid to generate electricity. Among them, the Shiping Village photovoltaic power station in Shishi County, Shimen County has reached 4600 degrees; 8 village photovoltaic The main project of the power station has been completed, and it is expected to be connected to the grid for power generation in mid-April 2017.
(II) Shengzhou quickly set off a climax of photovoltaic poverty alleviation power stations
It is reported that in 2015, Lixin County was listed as a national pilot county for photovoltaic poverty alleviation. The county firmly seized this major opportunity to accelerate the advancement of photovoltaic poverty alleviation. At present, the county's total construction scale of photovoltaic poverty alleviation power stations has reached 201.95 MW, of which the construction scale of 2015 was 18.3 MW, which has been connected to the grid to make use of the benefits; the construction scale of 2016 was 97.53 MW, of which 175 villages jointly built 32.76 MW of photovoltaic 1 power station, 346 village-level 187.2 kW photovoltaic power stations, joint-connected photovoltaic power stations have been connected to the grid for power generation, 346 village-level photovoltaic power stations have been completed for grid-connected power generation, and the rest have been connected to the grid by the end of April; 86.12 MW was implemented in 2017 At present, the construction has been entered, and the main project is planned to be completed by the end of May, and all will be connected to the grid for power generation by the end of June.
(III) Steady progress in photovoltaic poverty alleviation in Nanling County
On March 22, 2017, Nanling County Poverty Alleviation Office, Nanling County Town Government, Development and Reform Commission and Nanling Power Supply Company came to Huangmbun Village, Xuzhen Town, Nanling County to carry out collaborative work before the start of the photovoltaic poverty alleviation project.
It is reported that the two photovoltaic poverty alleviation projects in Nanling County in 2016 were located in Huangmu Village, Xuzhen Town, and Qiao Village, Gongshan Town, respectively. The capacity to be connected is 120kW, and the government bidding has ended. Construction is expected to proceed on the 25th of this month and be completed by the end of April. Nanling Power Supply Co., Ltd. will make overall preparations for coordination, and will organize acceptance inspection and grid connection immediately after completion. After the completion of the project, the poverty alleviation power station will be directly integrated into the low-voltage power grid in Taiwan. It is expected that each of the two poverty alleviation villages will bring about 50,000 yuan each year, effectively reducing the pressure of poverty alleviation in poor villages.
(4) Nanfangfeng, Jiangxi: Photovoltaic poverty alleviation "illuminate" the road to wealth for poor households
In order to achieve targeted poverty alleviation, Nanfeng County, Jiangxi Province is actively exploring new paths for poverty alleviation in the photovoltaic industry. More than 70 new energy companies "guaranteed driving"
Photovoltaic poverty alleviation has not only become an important means for local governments to complete poverty alleviation tasks, but also has received positive response and strong support from photovoltaic companies.
According to incomplete statistics, more than 70 new energy companies including Huadian International, GCL New Energy, Shouao New Energy, Yingli Photovoltaic, Three Gorges New Energy, Guokai New Energy and Yili Group have participated in the tide of photovoltaic poverty alleviation. Among them, GCL New Energy ranked first with a capacity of 250 MW.
